The article presents a study which examines the state of the freedom of expression and the media in Singapore. The study explores the regulation of media ownership in the country, and argues that the political, regulatory and structural control over the media prevents the establishment of an environment where opinions are freely expressed. The study also discusses the different effects of the effort of the Peoples Action Party (PAP) government under the regime of Prime Minister Lee Kuan Yew to consolidate the press on local and foreign media owners and journalists.

When is Ethnic Television Ethnic?: Transnational Affinities, Local Articulations.

Under what circumstances is it possible or “desirable” to mark a set of production practices, audience, and programmes in ethnic terms – and leave other sets unmarked? Based on fieldwork done on the making of a minority language television channel in Singapore, the paper demonstrates how the ethnic label may be conceptually and politically problematic. The channel in question is targeted at the Singapore Malay, who is demographically, economically and politically marginal. The irony is that the Chinese dominated state is geographically in the heart of a sprawling region some called Alam Melayu or the “Malay World”. The state-owned channel aims to “equip (the Malays) with the attitudes, values and instincts that make them vibrant and proud citizens” (Channel News Asia, 30/1/2000). The ethnography, however, shows how its producers, mostly ethnic Malays themselves, constantly shift between several worlds and modes of identifications: between regional affinities and local pressures; between the demands of the state and the lure of global markets and images; between televising a “unique Singapore Malay culture” and the practical concerns of filling airtime with programmes gleamed from transnational others with “cultural affinities”. This paper evaluates the status of e-government initiatives in Association of Southeast Asian Nations (ASEAN) as of December 2005. First, the paper reviews literature on the definition of the term e-government and the need for e-government in regions where it does not exist, and describing e-government in ASEAN. It then offers an analysis of e-government in four ASEAN countries by focusing on the political leadership, regulatory framework, and the current e-government initiatives of these countries.

The Failure of Project Eyeball: A Case of Product Overpricingor Market Overcrowding?

The closure in mid-2001 by Singapore Press Holdings (SPH) of its experimental tabloid newspaper, Project Eyeball, after less than 1 year of publication, was popularly attributed to a pair of market factors: its 80-cent cover price and competition from a pair of free tabloids that entered the market hot on its heels. Although pricing and competition were doubtless important contributing factors to Project Eyeball's rapid demise, a pair of additional economic concepts emerges on closer examination of the newspaper's brief history and may provide additional clues to its failure. One is the principle of relative constancy, which held, until it was disproved in the 1980s, that the level of expenditures on media remained fairly constant as a percentage of the overall economy. The other is the influence on management practices of share prices of publicly traded newspaper companies, into which category SPH falls. Considering these factors in addition to price and competition helps to better explain the rapid demise of Project Eyeball. [ABSTRACT FROM AUTHOR]

ABSTRACT It has become accepted that the legal regime for commercial transactions in Singapore, which has been in place for over a century now, cannot be fully applied to the new forms of activities (in particular, electronic commerce) generated by the Internet. This article hence examines Singapore's evolving responses to the legal problems posed by the emerging e-commerce. Section 1 reviews the general framework for e-commerce in Singapore. Section 2 then appraises the main legal instrument introduced only a year ago, namely the Electronic Transactions Act 1998 (No. 25 of 1998). The conclusion rounds off the discussion by outlining the unfinished tasks left for future resolution such as the proper law governing e-commerce, jurisdiction and dispute resolution. The year 1991 has been a busy year for educational policy makers. Though the objectives had remained unchanged and the fundamental structure solid, there was need for fine-tuning the system. In particular, economic imperatives had indicated a need to reduce wastage and to promote a ten-year general education regime; pressure continued for more access and a diversity of routes to tertiary education. Problems had also continued to surface with the implementation of the bilingual policy and new initiatives were required. Finally, a new minister, Mr Lee Yock Suan has taken over and major changes to the structure and curriculum have been announced as a response to these needs.
