Colonising the penal body: transit of the convicts from Bengal to the Malay Peninsula

Purpose – The British East India Company (EIC) made connections between the Malay Archipelago and Bengal and established a penal settlement at Bencoolen, followed by the Straits Settlements for the Indian convicts. The convicts from different parts of South Asia today were generally described as “Indian”, such generalisation often hides the identity of specific convicts from South Asia. Among the Indian convicts, the Bengalis were transported to Bencoolen and the Straits Settlements. However, the generic term has made it difficult to reconstruct the history of Bengali convicts’ experiences and pathos. Therefore, this paper attempts to “rediscover” the afterlife of transportation of Bengali felons in the Malay Peninsula. Design/methodology/approach – By examining a range of archival records and current scholarships, this article shows the inclusivity, diversity and accessibility of convict labourers with mainstream society. This study will open up a new avenue of convict histories and subaltern studies on Asia. Findings – The Bengali convicts in the Straits Settlements, one of the oldest migrant sections, have largely been ignored in historical literature. Though the Bengalis, among other South Asian convicts, constituted a significant portion, they were categorised under the generic term “Indian” (Rai, 2014). Their manual labour was invaluable for the colonial economy and the development of the Straits Settlements. Research limitations/implications – Researcher faced difficulties to get the descendant of Bengali convicts. Originality/value – This article is a research paper based on mostly archival records; therefore, it is an original contribution to the existing knowledge on the convict history.

The Award Concerning Jurisdiction in the Coastal State Rights Dispute Between Ukraine and Russia: What Has Been Decided and What to Expect Next

On 21 February 2020, the Annex VII Tribunal rendered its Award concerning the jurisdiction in the Dispute Concerning Coastal State Rights in the Black Sea, the Sea of Azov, and Kerch Strait (Dispute Concerning Coastal State Rights in the Black Sea, Sea of Azov, and Kerch Strait (Ukraine v. the Russian Federation), PCA Case No. 2017-06, Award Concerning the Preliminary Objections of the Russian Federation [Award], 2020). The Award opened a new chapter in the high-stakes legal battle between Ukraine and the Russia Federation over the alleged seizure and exploitation of oil fields on Ukraine’s continental shelf, fisheries near the coast of Crimea, navigation through Kerch Strait, the construction of Kerch Bridge, and the conduct of studies of underwater archeological and historical sites in the Black Sea. The Award reflected on six objections raised by Russia. Thus, the Tribunal backed Russia’s arguments that ruling on most Ukrainian claims concerning the rights in the Black Sea will inevitably require the Tribunal to first decide on the issue of sovereignty over Crimea. Therefore, it won’t have jurisdiction over those claims. Addressing the objection concerning the status of Kerch Strait and the Sea of Azov, the Tribunal stressed that the issue does not possess an exclusively preliminary character and cannot be resolved without judging on the merits. It also disagreed with the Russian objection that UNCLOS does not at all regulate a regime of internal waters. The Tribunal listed three examples of provisions of UNCLOS that are applicable to internal waters. They regulate 1) the boundaries of the internal waters areas; 2) execution of the right of innocent passage in internal waters areas which had not previously been considered as such, and 3) protection and preservation of the marine environment. The Tribunal declined further objections of the Russian Federation and set 20 August 2021 as a deadline for the submission of memoranda by the parties.

The article presents information on the book "Modern Currency Reforms," by Edwin Walter Kemmerer. Three years ago it would have been regarded as largely academic, dealing with situations that were past and gone, and that were unlikely to have any counterparts among nations of the first magnitude. The book discusses causes which led to the conversion of India, Porto Rico, Straits Settlement, the Philippines, and Mexico from a silver basis to the gold or gold-exchange standard. It is hoped that the discussion of these currency reforms will throw light on fundamental monetary principles.

This article explores three questions relating to the history of Singapore and the Straits with a focus on the period 1520 to 1650. The British colonial narrative posits that nothing of significance happened on the island for a period between the destruction of Singapore in the late 14th century until the founding of the British trading post in 1819. Drawing on materials of European origin, this article aims to unlock the perceived geostrategic value of the island before 1800 and investigates plans devised by the early colonial powers at the turn of 16th and 17th centuries to construct fortifications on and around the island, and found a colonial settlement. The article further investigates the cycles of destruction and reconstruction of the Singapore settlement in the 16th and 17th centuries. [ABSTRACT FROM AUTHOR]

Oppida prerromanos en la orilla norte del Fretum Herculeum

This study deals with the issue of the location of the preroman oppida at the southernmost point of the province of Cadix. Although the antique literary sources have supplied us with their names and geographic indications, their exact location before the arrival of the Romans remains a controversial issue. Those sources refer to coastal settlements which, in the imperial days, fit a strictly Roman pattern but are likely to be the result of transfers of populations who moved to the sea coast while keeping their preroman names. Such is at least the hypothesis we present regarding Mellaria, Bailo and Baesippo, hoping that archeological works will provide us in the future with elements that answer that question.
